A GIS can be as simple as one person using one software on one computer, but more commonly, GIS maps, data, and tools are shared across an entire organization, allowing everyone to see the same data. This is called Enterprise IS. This allows for one version of the truth across the entire organization. Let me describe a hypothetical enterprise GIS for a local city government. Local governments have a lot of departments responsible for all aspects of running a city. All of these departments can see the same data displayed in maps that are relevant to their work. The way this works is that the city staff use desktop software to create, manage, and analyze the GIS data, which is stored in an enterprise geodatabase. GIS staff then published that data through the server as web services stored in a web portal.
