So, let's go ahead and open up our Project Setting, Shift + 9. In Master Settings, if I scroll back up to the top, Timeline Format is the option timeline resolution. Now, if you're working with UHD camera originals, or maybe even 4K or 8K camera originals, but you're working in a 1080 timeline, or maybe a 2K timeline, what you can do, is don't work at UHD or 8K, work at the timeline resolution of your deliverable.
