Campaspe Shire Council is seeking a suitably qualified and experienced creative professional/artist to design, develop and install a 3-dimensional creative piece/sculpture, to be located within the Echuca District War Memorial precinct (Hare Street, Echuca).

The piece will commemorate those who have served in previous conflicts and display the names of 1,691 fallen and returned servicemen. In consultation with Campaspe Shire Council and Echuca RSL, the piece will be respectful, meaningful and sympathetic to the existing environment, while also able to exist as a standalone piece.

This Expression of Interest seeks to establish a shortlist of possible artists and their ability to undertake a design and construct submission. Shortlisting of submissions will be undertaken by a panel including members of Campaspe Shire’s Arts & Culture team, Infrastructure team and a representative from Echuca RSL. Artists will be contracted under a standard Campaspe Shire Council Artists Commissioning Contract.

Background

On 16th of November 1927, Brigadier General J. K. Forsyth CMG DSO unveiled the Echuca War Memorial on High Street. Due to increased traffic in High Street, it was decided to move the memorial to the civic centre gardens on Hare Street. The 1971 ceremony was the last held on the old site, after which local contractors moved the memorial.

The memorial consists of a marble statue of a World War One soldier, with arms reversed, standing on a tall column. The column rests on a rectangular pedestal on a six-sided columned plinth on a three-stepped base. The memorial compares with others of its type but is more imposing on account of its proportions and height. It adopts typical memorial forms of the day, including plinth and column and is locally significant also for its connection with A.J. Inches, Echuca’s pre-eminent architect of the day.

The Echuca War Memorial commemorates those who served in the First World War, Second World War, BCOF, Malaya-Borneo, Korea and Vietnam. A smaller memorial to the fallen in the South African War (1899- 1901) adjoins and consists of a bluestone base with cast iron lamp standard above.

In 2017, the walls displaying the 1,691 names were removed due to safety concerns.
